The TRADOC G-2's new publication, The Operational Environment (2021-2030): Great Power Competition, Crisis, and Conflict complements previous publications exploring the Operational Environment (OE), expanding the Army's understanding of Competition, Crisis, and Conflict with our Pacing Threats (Russia and China) in the decade ahead. These adversaries are now engaged in a race to compete with the United States globally. This Competition has extended to the two areas where the Army has enjoyed its historical advantages: in the ability to fight the way we wish to fight and in human capital. Our Pacing Threats' challenge to the Army is more than a multi-domain challenge on the battlefield; it is also a challenge across doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P). THE ARCTIC THROUGH 2035

TRADOC G2 has recently completed an unclassified assessment on the Arctic, "The Arctic Through 2035: An Overview Of The Operational Environment And Competitor Strategies For U.S. Army Training, Doctrine, And Capabilities Development." The Arctic is a unique region of growing strategic importance. The dynamic and extreme Arctic environment and advantageous positioning of competitors will pose significant challenges for U.S. Army components to overcome to ensure land dominance and successfully complete their missions in support of the Joint Force. This report provides an overview of the Arctic as an operational environment (OE) from the present through 2035, identifies OE implications for the U.S. Army in multi-domain operations (MDO) and across warfighting functions, and discusses competitor approaches to exploiting the Arctic.
